Interstate highway 45 is submerged from the effects of Hurricane Harvey seen during widespread flooding in Houston, Texas, U.S. August 27, 2017.

Hurricane Harvey

Tropical Storm Harvey is set to dump more rain on Houston, which will worsen flooding that has paralyzed the country’s fourth biggest city, forced thousands to flee surrounding counties and swollen rivers to levels not seen in centuries. Harvey, the most powerful hurricane to hit Texas in more than 50 years, first hit land late on Friday and has killed at least two people. It has since stayed around Texas’ Gulf of Mexico Coast where it is forecast to remain for several more days, drenching parts with a year’s worth of rain in the span of a week.

Commentary

Emmanuel Macron has had "a wretchedly brief honeymoon," writes columnist John Lloyd. The French president's approval ratings are dropping; his plans to liberalize the labor market could launch "a September of protests"  from trade unions and he is struggling to win over those opposed to European integration. "The larger question," writes Lloyd, "is whether or not the swing away from global ideals and practices to a defensive nationalism can remain broadly liberal and civic."
