- Russia launched a widespread overnight air attack on Ukraine, targeting military and infrastructure facilities in Kyiv and other cities, officials said. Ukraine said it had shot down 32 out of 35 Iranian-made Shahed drones launched from Russia's Bryansk region and the Azov Sea.
- President Joe Biden said the threat of Russian President Vladimir Putin using tactical nuclear weapons is "real", days after denouncing Russia's deployment of such weapons in Belarus. Biden called Putin's announcement "absolutely irresponsible".

The U.N. has adopted the world's first treaty to protect the high seas and preserve marine biodiversity in international waters, marking a milestone after nearly 20 years of effort, U.N. Secretary-General Antonio Guterres announced. The adoption followed an agreement reached in March by more than 100 countries on the of text of the High Seas Treaty, also known as the Biodiversity Beyond National Jurisdiction treaty, after more than 15 years of discussions and five rounds of U.N.-led negotiations. | |
