MOSCOW (Reuters) - Moscow observed an official day of mourning on Tuesday and nervous commuters returned to the metro, while the death toll from twin suicide bombings on the capital's underground railway rose by one to 39 people.

MIAMI (Reuters) - A Carnival cruise ship was held off the Florida coast for several hours on Sunday while authorities searched the vessel and arrested a drunk passenger on bomb hoax charges, the U.S. Coast Guard said.
